Where can we source the data and what form of criteria should be used to establish the norm?

Actually our datas are in abundance because JKR has established more than hundred years ago. We have no problem of data sources, what we need is a section somewhere in our headquarters to systematically gather and analyse all the datas availabe and establish norms.

Agreed....but we need commitment from all...Gathering data is not very glamorous job/task and not many junior engineers/staff willing to do it.

Agree wholeheartedly...we have abundance of data. But do we need all the data. what is the relevant data.

Sakit kepala sbb data ada tapi tiada siapa yang usahakan untuk jadikan data yang boleh dirujuk semula. So I'm slowly working for it for Perak 1st on road maintenance cost.

I'm still a junior engineer :p
