JKR had been able to create many Subject Matter Experts in the past - with experts in the various fields who had finally left JKR and be very successful consultants in the private sector. While in JKR they were able to be in one field or department for many years being exposed to the relevant field until there were classified as experts. JKR thereby was the place of reference by government departments for  any technical fields.

With the current trend to give exposure to staff in the various fields - thereby moving them around, how are going to be able to get experts in any field. We may get staff who are exposed to various field but expert in none. Just like the saying goes - "Jack of all trades but master of none"

JKR is loosing the expert point of reference - so how are going to built it back?

Mewujudkan SME adalah amat bagus kepada pihak jabatan. Untuk menghasilkan SME, pihak jabatan perlu ada roadmap yang jelas yang boleh meningkat kualiti, imej kepada JKR dan perlu juga KPI yang jelas.
