Why there is need to manage our projects at program level?

JKR has thousands of projects to manage. What effective means and measures that JKR should apprehend to manage these projects effectively with limited resources and time?

Projects need to be manage at Program, Project and Contract levels.

At Program level, it involves budgetting, human resources allocation and parking at suitable State / Branch. No project can run without sufficient allocation and resources to manage it. It also involve Stake Holder  / Client communications for submission proper and valid project briefs and communication channel to be established through out the Project Planning, Design, Procurement, Implementation and Completion.
